Chair

Phil was appointed Chair on 1 October 2026. He joins the Trust from Portsmouth Hospitals University NHS Trust and Isle of Wight NHS Trust, where he served as Deputy Chair and, for a period, as Acting Chair.

Phil brings extensive Board-level leadership and governance experience from the NHS in England, alongside a long career in business transformation. A former Executive Partner at IBM Consulting, he led major client accounts and supported organisations through complex, global transformation programmes, often driven by technological change.

Phil has a strong interest in understanding the services provided by the organisations he serves, the challenges they face, and the opportunities for improvement.

He is a Fellow of the Chartered Institute of Management Accountants and a Chartered Management Consultant.

Phil lives in Llangattock, Powys, and in his spare time enjoys road cycling and hiking.
